What changed

Ukraine requested EUR 3.334 billion on 24 August. The assessment was mixed. The Commission accepted one fifth-instalment step, three seventh-instalment steps and three of seven eighth-instalment steps, but found the evidence for one further eighth-instalment step insufficient. It also used three ninth-instalment steps completed early as a mitigating factor, reducing the proposed amount linked to unfulfilled conditions by EUR 1.146 billion.1

Why it matters

Ukraine Facility funding is released in instalments against reforms and investments in the Ukraine Plan. This request includes measures involving the judiciary, financial markets, energy, transport, agriculture, business rules, human capital and environmental policy. At this stage, the EU is judging whether evidence of agreed steps is sufficient for funding, rather than making one new law across all those sectors.132

Two figures need separating: EUR 3.334 billion is what Ukraine requested, while EUR 3.047 billion is the value of conditions the Commission proposes to recognise before pre-financing is deducted. The EUR 1.146 billion reduction concerns the amount otherwise linked to unfulfilled conditions; it is not an extra payment.1

What happens next

The Council is the next decision-maker and should normally act within three weeks under the Facility rules. It may approve or amend the proposal. If the Council confirms the conditions, the Commission can then adopt a separate decision authorising disbursement, subject to available funding. Until those steps occur, this remains a Commission proposal.1

How the system works

The wider story began in 2024. The EU created the Ukraine Facility for 2024-2027, combining loans and non-repayable support for recovery, reconstruction and reform. Ukraine then submitted a Ukraine Plan. Ukraine submits evidence; the Commission assesses it; the Council decides whether the conditions are fulfilled; and only then may the Commission authorise disbursement. It does not create one new law across all those fields.132
